The implementation of the ATA Carnet System in Moldova and the advantages of its use by the Moldovan companies were discussed Tuesday at a seminar organized by the Chamber of Commerce and Industry (CCI), in cooperation with the Moldo-German project of partnership in the area of small and mid-sized business.
Sergiu Harea, department head at the CCI, explained the ATA Carnets are international customs documents that allows the holder to temporarily import goods without payment of duties and taxes. The implementation of the system is provided for in the Istanbul Convention, ratified by Moldova in 2008, and aims at facilitating the participation of companies in exhibitions, fairs, cultural, sports and other kinds of events without paying customs duties.
“You don't even imagine how much time and money the companies have saved since the launch of the ATA Carnets. They offer a simplified procedure of promoting go ods and strengthening business and human relations by forming an international chain of vouchers”, said Sergiu Harea.
Natalia Calenic, deputy head of the Customs Service's Directorate, informed that a draft governmental decision has been already devised to authorize the CCI with issuing ATA Carnets, while the Custosm Service will supervise their use. The price of the carnets will depend on the issuer and the number of carnets issued at a time. In Germany the fee for the issuance is 20 euros enabling the holder to use the carnet during one year. An additional fee must also be paid to the voucher.
